The City of Watsonville, on behalf of the Monterey Bay Regional Climate Project Working Group (RCPWG), requests proposals from qualified professional services consultants experienced with capacity building & governance, financial & grant strategy, and program management, to deliver a Regional Adaptation & Resilience Implementation & Funding Roadmap. This Roadmap will streamline an equity-centered, coordinated program of climate adaptation projects through 2029 in the Monterey Bay area.
The final Roadmap will set out a clear, scheduled program of prioritized regional projects for shared and equitable governance and decision-making, provide assessment for a climate resilience district, and build the regional capacity to scope up and pursue the next round of funding at scale and with minimal administrative burden to individual RCPWG organizations. The ultimate deliverable will not sit on a shelf but serve as an effective, oft consulted implementation tool and key leverage for enduring investment in future regional climate resources for the region's most vulnerable communities.
Background
Member agencies of the RCPWG include local government agency members from the Counties of Monterey, San Benito, and Santa Cruz and the Cities of Capitola, Salinas, Santa Cruz and Watsonville. The RCPWG also consists of regional advisory partners Ecology Action and the Association of Monterey Bay Area Governments (AMBAG). The mission of the RCPWG is to foster collaboration among government organizations and partners in the Monterey Bay Area region to develop, prioritize, secure funding for, and advocate for the equitable implementation of regionally beneficial climate mitigation and adaptation projects and programs.
Since forming in 2022, and with early consultant support, the RCPWG has collaborated to apply for regional grant programs to finance climate projects beneficial to multiple agencies and Monterey Bay Area communities. In 2024, RCPWG received grant funding to formalize and streamline this collaborative work into a regional climate adaptation implementation program, inclusive of a funding roadmap to ensure the program's finance pathways are identified and baked into implementation.

Professional services consultants specializing in 1) development of enduring governance, capacity, and relationship-building, 2) effective financial mapping for sustained program delivery, and 3) project and program management and implementation are encouraged to submit proposals to play a key role in the Monterey Bay Area's regional climate adaptation and resilience.
